Construction Advertisement and Invitation for Bids

The Polish and Slavic Center will receive bids for the 2nd floor renovation and fire alarm installation at 176 Java Street, Brooklyn, NY 11222 until 4:00 PM on Thursday, October 23, 2025 at 176 Java Street, Room 3, Brooklyn, NY 11222. The bids will be publicly opened and read aloud at 5:00 PM on October 23, 2025 at the Krakus Senior Center, in the basement of the Java Street location.

Bids are invited for several items and quantities of work related to the 2nd floor renovation, including the installation of a building-wide fire alarm and a new HVAC mechanical system on the 2nd floor. The project includes: partial demolition; renovation of bathrooms and kitchen area; repairs of flooring and metal ceiling tiles; lead paint abatement and repainting of walls and ceilings; closed cell spray-in foam insulation under the existing wood roof structure; installation of new HVAC mechanical system; installation of new fire alarm system; electrical outlet and panel upgrades; electrical connections for the new HVAC system; and plumbing work.

A walkthrough of the site will be offered on location at 176 Java Street at 12:00 PM on Thursday, October 2, 2025 for interested respondents. Attendance is not mandatory but encouraged. All questions related to this bid must be submitted in writing to cdprocurement@grantworks.net by no later than 5:00 PM on October 6, 2025. Response to all questions will be posted as an addendum to the bid package and provided to all respondents by October 10, 2025.

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the Polish and Slavic Center or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

The project to be constructed will be financed with assistance from the Dormitory Authority of the State of New York (DASNY) and is subject to all applicable Federal and State laws and regulations. The successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. All contractors shall be authorized to do business in the State of New York and/or filed such documentation, certifications, or other information with the State or County as required in order to lawfully provide such services in the State.

All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Service-Disabled Veteran-Owned Businesses, and New York State based firms are encouraged to submit bids.

The Polish and Slavic Center, Inc. reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Polish and Slavic Center for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
